The District is governed by an appointed Board of Directors. Directors are appointed by the San Miguel County District Court Judge.

History
The San Miguel Water Conservancy District was organized in 1957 as the sponsoring and contractual agency for the San Miguel project. The District includes portions of San Miguel and Montrose counties.
The San Miguel Project, within the San Miguel River basin, was authorized by the U.S. Congress in 1968 as a participating project of the Colorado River Storage Project. The San Miguel Project was planned as a multiple-purpose water resource development project that would regulate flows of the San Miguel River for irrigation, municipal, and industrial use, fish and wildlife conservation, recreation, and flood control. The San Miguel Project consisted of numerous infrastructure projects, including: Saltado Reservoir, Naturita Reservoir, Radium Reservoir, Norwood Canal and Lateral, Basin Canal and Laterals, Paradox Diverson Dam and Paradox Canal, and the Box Canyon Pipeline. Congress never provided funding to complete the reservoirs and canal systems.
Today, the District remains as a taxing district with the purpose of supporting the protection and conservation of the San Miguel River and the development of water resources within the District boundaries.
